Tom Fleming

Dr Tom Fleming is a global expert on cultural policy and the creative industries. He is Director of TFCC, a consultancy specialising in evidence, knowledge, strategy and policy for culture and the creative industries. Based in Porto and London, with associates across the world, TFCC focuses on advising governments, municipalities and institutions to develop effective research, policy, strategy and action. TFCC develops innovation and evaluation models across the cultural sector, including R&D for museums and cultural institutions. As Director of TFCC, Tom has worked in over 60 countries and with many more cities and institutions.  Tom’s main passion is to understand place, institutional context and cultural difference. His work involves developing insights about a specific place – in terms of cultural heritage, identity and contemporary cultural practice. This informs a strategic approach to culture as a foundation for sustainable development, inclusion and fairness.
